District Attorney Gregory D. Totten announced the filing of a felony complaint against Kathryn Marie Torres, of Santa Clarita. Torres is charged with three counts of misappropriation of public funds in violation of Penal Code section 424, subdivision (a).Torres was employed by the City of Ventura for six years until she resigned in November 2013. As the director of the Ventura Avenue Adult Center (VAAC), Torres was responsible for the safekeeping and deposit of revenues generated from the rental of the VAAC facility and donations received from senior citizens participating in the Senior Nutrition Lunch Program. In September 2013, the City of Ventura was made aware that Torres had been diverting those revenues for her own personal use. With the assistance of the Ventura Police Department, the City of Ventura determined that Torres misappropriated more than $60,000 of city revenues between January 2009 and September 2013.
Torres was arraigned Monday, July 14 at 1:30 p.m. in courtroom 13. She pled not guilty to all charges and denied all special allegations. An early disposition conference has been scheduled for August 22, 2014, at 1:30 p.m. in courtroom 12. The court released Torres on her own recognizance.
