Mr. Molina vs. The City of Oxnard
The Confidential Investigative Report prepared by Jorge J. Luna, dated 10 February 2020, cites a preponderance of evidence which showed Mr. Molina made statements to one or more female city employees that made them uncomfortable and/or offended them and also that he engaged in the bullying of city employees. Both of these are violations of the City of Oxnard’s Rules and Regulations policies.
Throughout the evidence presented in the Report, never is it mentioned that the interviewer had asked each interviewee if he or she had notified Human Resources of the sexually explicit statements or of the bullying incidents. Furthermore, it is never mentioned that the interviewer asked each interviewee if Human Resources had contacted him or her regarding these violations.
If these are violations of the city’s Personnel Rules and Regulations, where is the involvement of Human Resources noted in the Investigative Report or in the statements made by the city’s attorneys during the 18 February City Council Meeting?
On pages 20/21 of the Report (pages 955/956 of the Agenda Packet), the interviewer specifically states that the interviewees were asked ‘whether they heard or had been told that Mr. Molina…
