Ventura—The City Council, on July 14, approved the 2025 Historic Context Statement and Survey.
THE item has been continued since April 8, and the City Clerk said it has been adequately noticed and can proceed.
Deputy Mayor Doug Halter said they worked with outside Counsel Best Best & Krieger to look at any potential conflicts of interest.
“Some of the details are that I’m elected to represent Council District Two, and own three properties relevant to the decision,” he said. “My primary residence, commercial property, and residential property are all within 500 feet of a proposed historic property.”
He said 55.4 percent of residential properties are in his jurisdiction.
“This meets the 15 percent primary residents and 25 percent residential residents,” he said. “The public general exception applies to these properties.”
“It’s a complex calculation, and I have been deemed to allow and participate in this vote,” he said.
Community Development Director Rachel Dimond said Principal Planner Jared Rosengren will present the item along with Kari Fowler, of Historic Resources Group (HRG).
