Oxnard—The Public Works and Transportation Committee, on Tuesday, September 8, agreed to a deal with Blackpointe Group Construction and Management for Channel Cleaning Services.
LUIS Ortega, on behalf of the Wastewater Division, presented the agreement, and the City recommends that the Committee approve and authorize the Mayor to execute a five-year agreement with Blackpointe Construction & Management for storm cleaning services, with options to extend, for a total not to exceed $950,000.
“The Public Works Stormwater Group oversees and maintains approximately 50 miles of open storm drain channels throughout the City,” he said. “These storm drain channels convey stormwater runoff directly to the ocean.”
He said they must maintain the storm channels to mitigate flooding during rain events.
Ortega showed a map showing two storm channels the City must maintain: Teal Club Road and South Victoria Avenue.
“Bid request 26-107 was released on May 7, 2026, with bids due June 18,” he said. “There were seven responsive bids: Bancroft Construction Services, Blackpointe Group Construction and Management, BSN Construction, Downstream Services, Greencoast Landscape, United Stormwater, and Wildcat Restoration.
