Budget Workshop Two Answers questions

Ventura—The City Council, on Tuesday, March 24, held its second Budget Workshop for the fiscal year 2027.

CHIEF Financial Officer Greg Morley spoke, and he was accompanied by Budget Manager Daryl Brumley; their intent was to respond to the City Council about questions about the last Budget Workshop.

“We’re also going to talk about the outlooks that we have about major fund sources,” Morley said. “We do a General Fund Five-Year Outlook every year, and we base it on what we’ve seen on the actual expenditures for the current year, with the current annual growth rates on expenditures and revenues.”

He said the anticipated revenues are consistent with the revenue growth for the five years.

“With the expenditures, we made some assumptions about consistent expenditure growth, about non-labor, or non-personnel expenditures, taking into consideration the inflation rates, and we also made some expenditure forecasts about current labor negotiations, and ongoing personnel costs in the City of Ventura.”

Every year, he said, there are a series of new spending requests made by departments, and some of those are not included.
