Covered California open enrollment for 2027 health coverage runs Nov. 1 through Jan. 31. AI-generated illustration.
Ventura County residents who buy their own health insurance will soon be able to shop for 2027 coverage. Open enrollment through Covered California, the state’s health insurance marketplace, runs from Nov. 1, 2026, through Jan. 31, 2027. People already enrolled have been able to renew or switch plans since Oct. 1.
Prices are going up for many plans. In July, Covered California announced a preliminary statewide average rate increase of 9.9% for 2027, below the 14% national median increase projected by KFF. In the region that includes Ventura, Santa Barbara and San Luis Obispo counties, which has about 78,000 enrollees, the average increase is 11.6%.
That average doesn’t mean every household will pay more. Covered California estimates that 60% of enrollees will see no increase in their monthly premium after financial help, and 26% can keep paying $0 a month without changing plans. Enrollees in the tri-county region who switch to the lowest-cost plan in their current coverage tier would see an average change of 2.7%.
