Oxnard—During its Tuesday, October 29 meeting, the City Council reviewed and commented on the rezoning and General Plan amendment for the Harrison Avenue Apartments.
THE action creates a 100-unit affordable apartment complex in the City of Oxnard.
Community Development Department Planning Supervisor Teri Avakian presented the item and asked the Council to review the pre-application, with a special use permit density bonus to allow for its construction.
“This is not a formal application but a preapplication that allows the Council Members an opportunity to make individual comments concerning the future Harrison Avenue Apartment project,” she said. “The City Council’s comments on the pre-application do not constitute a decision or endorsement of the proposal. In accordance with State law, no formal direction or decision-making will take place until a formal application has been filed and has undergone an appropriate environmental review and evaluation of consistency with adopted City plans and policies and public notice has been provided.”
She said the Council’s preliminary comments may help inform the applicant’s decision to proceed through the entitlement process.
“The apartment will be on a vacant existing lot on five parcels between Harrison Avenue and Oxnard Boulevard adjacent to the railroad tracks,” she said.…
