Lockwood Street Apartments fully vetted

Oxnard—The Lockwood Street Apartment story continues with Planning and Environmental Services Manager Joe Pearson II saying the project will have no significant effect on the environment in accordance with CEQA’a requirements.

CITY Council adopted a final initial study/ mitigated negative resolution for 2151 Lockwood Street Apartment Complex Project and approved an ordinance by title, only waving further reading approving planning and Zoning Permit 22570-01 for a zone change subject to certain findings and conditions and Permit No. 22-570-01.

The Council also denied an appeal by the appellant, upholding the Planning Commission’s decision, and granted Planning and Zoning Permit 200-500-04, Special Use Permit, and Permit 22535-03 Density Bonus, subject to certain findings and conditions.

“The Appellant filed an appeal with two primary grounds of appeal; SAFER (Supporters Alliance for Environmental Respon­sibi­lity) believes the City cannot proceed with the project as proposed because it fails to meet the City’s minimum affordability requirement (OMD 16-420),” he said. “SAFER has submitted substantial evidence of a fair argument that the project may have potentially significant environmental effects, and the MND prepared for the project does not adequately analyze or mitigate the potentially significant impacts from the project.”
