Percell: residents double pay for basic level of services

Oxnard—The CFD No. 5 (Community Facilities District) Community Conversation continues with Special Districts Manager Anthony Miller delineating what Special Districts do and started by saying there are a few CFDs in the City.

"THERE are some down in the waterways areas, some in the Sakioka Farms area, and we have one just coming online in the north Mandalay North area,” he said. “The Special Districts Staff manages each one of these districts individually.”

Miller brought a map for everyone to see, delineating where the funds are kept.

He said the Special District Staff spends large amounts of time tending to the needs of CFD No. 5.

“One of the questions we get on an annual basis is what is the maximum special tax,” he said. “The maximum special Tax is effectively not a problem. When CFD No. 5 was created, each one of these properties built in this area was put into a property classification.
