Oxnard —The Urban Water Management Plan conversation continues with Public Comments from residents.
DEBBIE Mitchell from Channel Islands thanked Public Works Director Michael Wolfe for the additional notes about the LMD.
“This is very good news, and thank you very much,” she said.
Alicia Percell said a large percentage of LMD (Landscape Maintenance District) Funds are used for landscaping and lighting services.
“Way too much money goes to administrative overhead,” she said. “By the way, the 15 FTEs came from the budget document you’ll be working on later this evening.”
She touched on equipment and supply purchases and said it wasn’t too long ago that the City paid the LMD a lot of money for improper charges, including equipment purchases for LMD equipment that disappeared into another department.
She added that it took several years to refund that money because they were working hard and found it all.
“Ray Blattel and I have looked at a lot of other invoices for equipment and supplies purchased with other LMD Funds,” Percell said. “For example, I saw an invoice for six chainsaw chains, and there was a handwritten note that said for LMD 25. LMD 25 doesn’t need six chainsaw chains, but the accounting shows it wasn’t booked on…
