Oxnard-- The City of Oxnard experienced heavy traffic around Vineyard Avenue and Oxnard at 12:09 p.m. Sunday, December 31, due to a malfunctioning Union Pacific railroad arm causing heavy congestion at nearby intersections.
Motorists used alternate routes, and the Union Pacific railroad has been notified.
