Oxnard—The City Council, Thursday, July 30, approved a funding agreement with the Ventura County Watershed Protection District for the Santa Clara River Levee 5 Project.
THE City Manager or designee will make the necessary budget appropriations for the use of the developer’s fair share contribution and transfer to the Ventura County Watershed Protection District (VCWPD).
Assistant Community Development Director and Floodplain Administrator Tai Chen presented the item and said the Santa Clara River, also known as SCR-3, is located on the West side of Highway 101.
“Improvements to the first three ridges were completed in February 2018,” he said. “Reach 4, also known as phase 2, has been under construction since January 2025. Phase 2 construction includes sheet pile and Flood wall along the Santa Clara River.”
The floodgate across Ventura Road on the South Bank of Ventura Road, and Devco Oxnard LLC (Developer) paid their fair share of the Levee improvement costs of $1.376 million.
The City has expended $19,220.76 on flood-related professional services, and the remaining balance of $1,356,779.24 is available for transfer to the Ventura County Watershed Protection District.
