State Grant aids Harbor water

Oxnard--The City Council adopted a resolution Tuesday, May 7, accepting a State Grant to fund the Special Districts Water Quality Remediation Projects in Channel Islands Harbor.

ASSISTANT Public Works Director Steve Howlett presented the item, which is an agreement with the State of California Department of Water Resources for $500,000 and approve budget appropriations to use the grant funds.

“The Special Districts Division of the Public Works Department is responsible for the maintenance, operation, and administration of the City’s 50 special districts, bonded and non-bonded Community Facilities Districts, Landscape Main­te­nance Assessment Districts (LMDs), Waterways Mainte­nance Assessment Districts (WADs) and Maintenance Assessment District (MAD-4), “ he said. “The Channel Islands Harbor (CIH) is an artificial harbor with abutting commercial and residential developments, including Seabridge (CFD), Westport (CFD), Mandalay Bay WADZone 1, and Harbor Island WAD-Zone 2.”

He said the abutting sections of the harbor would not be present if these developments were not occurring.

“Water quality remediation services are authorized for each of the Harbor Districts,” he said. “However, the City Council has previously authorized the use of the American Rescue Plan Act (ARPA) for funding this service,”
