Su named Oxnard’s Assistant Chief Financial Officer & Treasurer

Oxnard —The City of Oxnard announced the appointment of Jialan Su as the Finance Department’s new Assistant Chief Financial Officer (ACFO). Su will also serve as the Assistant City Treasurer in her new role.

SU, who joined the City in January 2025, is a certified public accountant (CPA) overseeing the City’s Billing and Licensing Division. Her extensive background in governmental accounting, financial reporting, and audit management brings a wealth of experience to this critical role within the City’s Finance Department.

“Ms. Su’s extensive expertise in governmental accounting standards and financial oversight is an asset to Oxnard as we continue to add experienced professionals to our City’s financial team,” City Manager Alexander Nguyen said.

Su joined the City of Oxnard after more than a decade of experience at the Governmental Accounting Standards Board (GASB), where she served as a Supervising Project Manager. She led multi-year accounting standard-setting projects, including projects addressing debt and retirement obligations and external investment pools.

She was key in post-implementation reviews of GASB pension standards and guided on technical accounting issues. Her expertise in financial reporting and policy implementation will advance improvements in transparency and efficiency within the City’s financial operations.
