Oxnard-- The Public Works and Transportation Committee approved option 2 of the mandated California Air Resources Board Advanced Clean Fees (ACF) Regulations on Tuesday, December 12.
OPTION two mandates local governments to undertake certain actions to implement Zero-Emission Vehicles (ZEV) for their fleets starting January 1, 2024.
Fleet Services Division Manager Jose Arreola presented the item to the committee and said the City’s on-road fleet is composed of approximately 260 medium-duty trucks, service-body trucks, dump trucks, refuse collection vehicles, and other types.
“The California Air Resources Board (CARB) regulates emissions on those vehicles,” he said. “On April 28, CARB adopted and mandated the Advanced Clean Fleet regulation.”
He said the ACF regulation is the latest development in CARB’s decades-long history of setting increasingly stringent emission standards for medium and heavy-duty vehicles.

“The ACF regulation applies to vehicles with a gross vehicle weight rating greater than 8,500 pounds (Target Vehicle) and mandates the implementation of zero-emission vehicles, which are composed of electric vehicles, battery electric vehicles, or fuel-cell electric vehicles,” he said.
A Target Vehicle is one similar in size or weight to a Ford F-250 pickup truck or larger, and he said fleets can apply for a ZEV purchase…
