Oxnard--The Public Works & Transportation Committee approved agreement 32400183 with Black Gold Industries on Tuesday, September 26.
THE agreement gives Oxnard on-call Citywide hazardous waste and unknown waste identification, collection, and disposal services.
Streets Division Manager Philip Schweider presented the report and said the agreement does not exceed $500,000 and has a one-year term ending October 17, 2024, with the option for two consecutive one-year extensions ending October 17, 2026.
“Parks, Streets, Fleet, facilities, wastewater, environmental resources, special districts and water due to the operations they conduct on a day-to-day basis,” he said. “Routinely, the Public Works Department utilizes a vendor to pick up, transport, and properly dispose of oil and oil filters, solvents, antifreeze, aerosols, chemicals, and paints.”
He said hazardous materials are defined in the California Code of Regulations Title 22 and the Code of Federal Regulations Title 49.

“Hazardous materials pose an unreasonable risk to the health and safety of employees, the public, or the environment if it is not properly controlled during handling storage, manufacture, processing, packaging, use disposal, or transportation,” he said. “They may be gases, liquids, solids, or combinations of these physical states.”
