Port Hueneme-- The City Council Monday, November 21, received an update on the Bubbling Springs vegetation removal project from Engineer Charles Cable.
The project was a long time coming as the City had to work with the Coastal Commission and the California Department of Fish and Wildlife

(CDFW), and it required multiple public hearings.
“We needed to prepare multiple documents, resolutions, permits, obtain permissions, and assemble a team just to get to where we are today,” he said. “We also had to work with some of the limitations presented.”
He said the Biological Resource Assessment, initial study, Mitigated Negative Declaration, the Five-Year CDFW Agreement, the Coastal Commission Permit, the Pre-construction Biological Survey Report, and the Turtle Relocation Program Report were needed to move forward.
“Every day, we have a biologist on site that prepares daily logs and documents site conditions,” he said. “Some things we had to consider was a periodic removal of debris and vegetation. We had an agreement to do this over five years, and we are limited to working between September and February due to nesting birds.” He said they have approximately 40 days per year to complete the work…
