CAG Bylaws update advances to Council

Oxnard--The Finance & Governance Committee adopted a resolution updating changes to the Citizen Advisory Group (CAG) bylaws during its Tuesday, November 28 meeting.

Project Manager Samantha Shapiro presented the item and said the City Manager’s staff and Citizen’s Advisory Group Chairs started meeting in 2019 to improve their overall effectiveness, including redefining and realigning CAGs with Council priorities.

Discussion topics included creating uniform bylaws, standardizing documents and processes, like agendas and minutes, goal setting, the role of the CAGs and staff support, and available resources for the CAGs.

“Prior to this, each CAG had a different set of bylaws that conflicted with one another and, at times, with the City code,” she said. “Bylaws were drafted and approved by each CAG, but with the Covid-19 pause, Staff had the CAGs approve these again in March 2022.”

Those CAGs included the Community Relations Commission, the Cultural Arts Commission, the Commission on Homelessness, the Parks, Recreation, and Community Services Commission, and the Senior Services Commission.

“The 2022 bylaws include a provision for each CAG to review and make recommendations for any needed changes to these bylaws,” Shapiro said. “Any changes to the bylaws require the approval of the City Council.”
