Camarillo Landlord-tenant mediation passed but needs more work

Camarillo-- The city council, Thursday, December 9, passed ordinance 1187, which amends and restates Camarillo Municipal Code 10.50 regarding landlord-tenant mediation.

However, the ordinance will return to the policy committee and discuss further clarifications regarding rental disputes and “other” issues regarding the landlord and tenant.

The City of Camarillo has a longstanding rent review mediation ordinance, which is a forum that exists to resolve disputes between landlords and tenants.

The amendments to the ordinance acknowledge that the state accomplished a new law, the Tenant Protection Act of 2019, establishing statewide requirements for rent increases in California.

“The proposed ordinance clarifies that the city’s mediation forum is not intended to provide guidance for or enforce the state’s new rent control law,” City Clerk Jeffrie Madland said. “The proposed ordinance recognizes the importance of the city’s ordinance and the city’s desire to continue to provide a forum to assist in the resolution of disputes, as they may arise from time to time.”

She said that utilizing a mediator to assist with disputes in place of the current seven-member commission will create efficiencies for staff in administering the ordinance.
