Casa de Carmen moves forward

Oxnard--The Community Services, Public Safety, Housing & Development Committee Tuesday, Feb. 27, approved and amended city loan agreement amendments with Mercy House to develop its new navigation center in Oxnard.

THE agreement is contingent on funding approval by the California Department of Housing and Community Development and approves a budget appropriation of $537,567 in PLHA (Permanent Local Housing Allocation) grant funds (Fund 220) to increase the loan amount for PLHA Loan Agreement A-8461 between the City and Mercy House from $347,528 to $885,095.

The agreement also approves and authorizes the Second Amendment to Disposition and Development Agreement A-8310 between the City, CDP Developers LLC, and the Housing Trust Fund Ventura County to provide financial support for a permanent year-round shelter serving homeless individuals between the City and County of Ventura.

Housing Department Director Emilio Ramirez presented the agreement and said Casa de Carmen includes a mixed-use project that includes the navigation center on the ground floor.

 

“It has 110 beds with 56 units of permanent supportive housing on top of that,” he said. “The project is being built by Community Development Partners and the Navigation Center by Mercy House.”
