Cease Fire resolution fails unruly crowd removed

Oxnard--The fur flew to epic levels during the Tuesday, January 9 Finance & Governance Committee meeting as proposed House Resolution 786 calling for a ceasefire in the Israeli/Gaza conflict under future agenda items, motioned by Committee Member Councilman Gage Teran failed without a second.

City Attorney Stephen Fischer addressed the massive crowd at the request of Chair Mayor John Zaragoza, and Fischer said the item is before the Committee pursuant to the Council’s adopted procedures manual.

“The policy in that manual is intended to provide an orderly means through which an individual Council member can raise an issue for discussion and possible City Council direction or action,” he said.

Fischer read a statement about meeting decorum and outlined meetings of Oxnard’s legislative bodies, committees, or limited public forums.

“The City strives to provide an open, safe atmosphere and promote robust public debate,” he said. “Members of the public must comply with state law, as well as the City’s laws and procedures, and may not actually disrupt the orderly conduct of these meetings. The public may not shout or use amplifying devices, must submit speaker cards, and speak during their allotted time. Applause, booing, or similar behavior is not permitted.”
