Commission on Homelessness Spurs huge debate

Oxnard—The City Council, on Tuesday, April 7, debated the renaming of Cesar Chavez Drive, with Gabby Basua saying that they have not had a Commission on Homelessness Meeting in a long time.

“We’ve had four or five, and they were chaotic,” she said. “I would like to make a motion to dissolve the Homeless Commission and allow the Mayor to start a collaborative group.”

The motion failed and started a series of motions, which all failed, which led the Council to table the item.

“Just like any other big City, we were having a lot of big issues,” she said. “We had a direction saying that we could not take the homeless from the sidewalks, so there’s been a lot happening. The Homeless Commission has the right ideas, and we appreciate the feedback, but it wasn’t working. Staff was trying to follow direction from California, there were funding issues, and local service providers felt they should have received the contract. When we opened the homeless shelter on K Street, some Homeless Commissioners were upset because they were not allowed to enter — it was during COVID and there were regulations they didn’t appreciate.
