Oxnard—The City Council approved its 2026-2027 Annual Action Plan Citizen Participation during its Tuesday, May 5, meeting.
Grants Manager Lorraine Mendez presented the Action Plan, and she said the City of Oxnard receives three entitlement grants annually from the United States Department of Housing and Urban Development (HUD).
The Community Development Block Grant (CDBG) Program supports low- and moderate-income persons by providing direct housing, suitable living environments, and expanded economic opportunities.
“The Emergency Solutions Grant Program (ESG) supports moving the homeless persons into stable housing with supportive services with the goal of self-sufficiency,” she said. “The HOME Investment Partnership Program supports low-income individuals with expanded housing opportunities.”
The City is required to obtain HUD approval of a five-year consolidated plan (adopted 5-6-35), and she said they must also have an annual action plan (AAP) to receive entitlement grants.
“The AAP identifies the activities and funding allocations to be implemented during the fiscal year,” she said. “The Citizen Participation Plan (CPP) outlines the process for developing and adopting the AAP, including opportunities for public input, particularly as it relates to the use of Federal Funds.”
She said the CPP covers the period from July 1, 2026, until June 30, 2030.
