Oxnard-- The City Council approved a funding agreement with the County of Ventura on Tuesday, September 19. The County will pay an amount not to exceed $1.3 million and fund portions of the water quality expenses at Channel Islands Harbor.
The agreement also affirms the funding is a contribution from the County of Ventura and appropriates $300,000 to the ARPA (American Rescue Plan Act) Harbor Quality Feasibility Project and $1 million to the ARPA Harbor Water Quality Mitigation Project.
Council Member Gabe Teran recused himself from the vote and cited the professional relationship he has with the County of Ventura.
Special Districts Manager Eric Storrie presented the item and said the Special Districts is part of the Public Works Department and manages Special Districts throughout the City, including the Seabridge, Westport Community Facilities, the Mandalay Bay Maintenance Assessment District, and the Harbor Islands Waterways Maintenance Assessment District.
“The Harbor is attached to a canal (the Edison Canal) leading to the former Mandalay Power Generating Station,” he said. “Large pumps associated with the power plant previously pulled water from the Harbor through the Edison Canal to cool the power plant.”
