Council passes EOP

Oxnard—The City Council, on Wednesday, April 21, adopted and updated its 2026 Emergency Operations Plan (EOP).

Fire Chief Alex Hamilton presented the plan, and he said the EOP is the City’s primary policy-level document for emergency management.

“What that means is that it establishes the Emergency Management framework, and it defines roles, responsibilities, legal authorities, and provides guides for coordinated response and recovery,” he said. “It also supports an all-hazards approach to emergencies.”

The last update was done in 2021, and he said it’s the best practice to update it every five years.

The reason this plan is such a critical document, it ensures compliance with State and Federal Law, which could have an impact on our reimbursements from the State or Feds.

“It enables a coordinated response across City Departments, and Candy Campbell, our Emergency Manager, has done a fantastic job of putting a lot of work into making that coordination to have that work go seamlessly,” he said.

It strengthened partnerships with the County, State, Federal, and Community Organizations, and he said it protects the City’s Eligibility Disaster-Funding and reimbursement from the State and the Feds.
