Density Bonus Law Updated

Oxnard-- The approved zoning text amendments to implement the adopted 2021-2029 Housing Element continue with a specific eligibility percentage for each housing type being replaced with the applicable reference to the section of the State's Density Bonus Law.

"The Staff also updated the numbering within section 16410 from letters denoting subsections to numbers to be consistent with the numbering format for most of the sections in Chapter 16," Contract Planner Heather Davis said.

Per Senate Bill 2, she said the amendment will update City Code Section 16504 to limit the emergency shelter standards to only those that comply with State law, and the list of standards that do not comply with State law was specified in Housing Element section E4, under other special needs housing.

These include standards such as restrictions on patrons consuming alcohol on site, requirements for the number of toilets and showers based on the number of residents and the distance from schools," she said. "The proposed amendment will also update the parking schedule matrix to include emergency shelter parking. The parking requirement will be the same as the existing requirement under the City's emergency shelter standards: one off-street parking space for the on-site manager."
