Dissolving Homeless Commission Tabled

Oxnard—The City gave direction on the future of the Commission on Homelessness during the Tuesday, April 7, meeting, and voted to table the issue.

The Council had a large debate with many motions, and they decided to bring it back with the full Council available.

Project Manager Samantha Shapiro presented the report, and she said that in February 2026, the Staff forwarded a recommendation to the Community Services, Public Safety, Housing, and Development Committee to dissolve the Commission on Homelessness, while maintaining active involvement with the Ventura County Continuum of Care (VCCOC) and encouraging community members to get involved with that body.

The VCCOC brings together a broad selection of stakeholders, with a goal to end homelessness in Ventura County and provide meaningful engagement opportunities on homeless issues affecting Oxnard and the region.

“In addition, the City must participate in the VCCOC to be eligible for State and Federal Funding Opportunities,” she said. “The City Council directs a number of programs and projects to support homelessness, and administrative work is a significant portion of the Staff’s responsibilities.”

The work to support homelessness will continue regardless of the Council’s decision.
