Fourth Street Mobility Project Seeks input

Oxnard—The Council received an update on installing Asphalt Art in Downtown Oxnard, which supports the 4th Street Mobility project, on Tuesday, March 4.

Cultural Arts Manager Julie Estrada presented the item from the Cultural Arts Commission, saying they received the update on the recommendation from September 3, 2025, and revised the recommendation to the City Council.

At the September 3, 2025, meeting, the Commission recommended approving the appropriation of $150,000 from the Public Arts Fund to the Downtown Area Hub Murals Program to install the asphalt art in the Central Business District to support the Downtown Visual Arts Plan, with a stipulation that the design be done by or in collaboration with a local artist.

“The Staff has reviewed the recommendations with the City Purchasing Department for compliance with local purchasing policies,” she said. “Upon review, the Staff reviewed the recommendations as adopted, and competitive procurement requirements.”

Estrada said they’ll review the findings and contracts for professional services, which include artists’ services that follow competitive vendor eligibility standards.
