Grading project to improve safety

Oxnard—During its Tuesday, October 29 meeting, the City Council approved an agreement with Security Paving for Rice Avenue, Fifth Street, and State Route 34 grade separation.

The approval authorizes Mayor John Zaragoza to execute the agreement totaling $76.523 million and a $3.826 million project contingency, with the total not exceeding $80.350 million for the entire project.

Transportation Planner Debbie O’Leary said the project means a new six-lane bridge over Rice Avenue over the railroad tracks and the intersections of Rice Avenue, Fifth Street, and State Route 34.

“The project will relieve congestion, reduce emissions, and facilitate commerce by improving access to the Port of Hueneme,” she said. “The contract award includes furnishing all necessary labor, materials, equipment, and other materials, equipment, and other appurtenant work to complete the project.”

She said the project would also enhance safety by eliminating conflicts among bicyclists, pedestrians, and trains at the Union Pacific Railroad crossing.

“All work will be done in accordance with the 2023 State of California Department of Transportation (Caltrans) Standards,” she said.
