GVRO report offers valuable tool

Oxnard—The City Council, Tuesday, October 15, received a Gun Violence Restraining Orders: A Critical Tool to Help Reduce Gun Violence report.

The presentation from the Oxnard Police Department, the City of Oxnard’s Attorney’s Office, the Ventura County District Attorney’s Office. City Attorney Stephen Fischer said that Deputy City Attorney Andrew Gonzalez had put in a lot of work on the issue.

Ventura County Deputy District Attorney Rikole Kelly said Gun Violence Restraining Orders (GVRO) are a relatively new weapon in the battle against gun violence and noted that everyone is familiar with domestic violence restraining orders or civil harassment restraining orders.

“Very few people are familiar with gun violence restraining orders,” she said. “These are unique because they do not prohibit a certain person from contacting a protected party, but they protect the community at large.”

She said GVROs are a tool to allow an individual to become a prohibited person to possess firearms.

“In 2014, our neighbors in Santa Barbara County suffered a tragic incident involving a young man who was demonstrating serious mental illness and erratic behavior that his family was aware of and made Law Enforcement aware of,” she said. “He possessed legal firearms, and Law…
