Housing contract amendment moves to Council

Oxnard-- The Community Services, Public Safety, Housing, & Development Committee, Tuesday, January 10, approved the first amendment to Agreement A-8434 with Nan McKay & Associates for Housing Choice Voucher Case Management Services.

The amendment will give the City additional support as it works through issues in the department caused by Covid.

The agreement includes comprehensive file case management, annual recertifications, rent increases, interim income changes, and ongoing case management.

“In addition, ongoing case management, which includes determining income eligibility, briefing applicants, waitlist management, and voucher issuance,” Program Manager Brenda Lopez said. “The contractor also provided technical assistance and assisted the Oxnard Housing Authority in transitioning to the online platform known as the Rain Cafe.”

She said the system allows participants to complete recertifications online.

“The contractor provides quality control and customer service support for all cases that are assigned,” Lopez said.

In March 2020, the Oxnard Housing Authority adopted a temporary response to Covid. A significant backlog resulted from the multiple modifications to operations which included, but were not limited to, the suspension of inspections, the suspension of rent increases, staff working rotational schedules, office closures, and remote re-certifications.
