Oxnard—On a 2-1 vote, the Finance and Governance Committee, on Tuesday, May 12, approved its Landscape Maintenance Districts Agreement to levy assessments.
Special Districts Manager Anthony Miller presented the engineer’s report and the Declaration of Intention to Levy Assessments.
Miller said the hearing to assess the assessments will be on June 16. The Special Districts Division includes 36 Landscape Maintenance Districts, which are collected on the future tax roll, and the Council must conduct proceedings to levy the assessments.
The Fiscal Year 2026-2027 budget is $2.435 million in property assessments, $60,926 in interest income, a general benefit contribution of $27,455 from the General Fund, and a subsidy from the General Fund of $73,105 for Utilities.
“The City has allowed property owners (developers) to use Special Financing Districts (SPDs) to fund the annual cost of maintaining certain public improvements that defray the cost within the district,” he said. “Typically, the developer installs the public improvements that benefit the property and pays for the cost of maintaining the improvements through a special assessment included on the property owners’ tax bill.”
