Oxnard--The City Council adopted a resolution Tuesday, March 21, terminating the local emergencies because of Covid-19 and severe storms.
“The primary reason for doing this, at this point, is the Governor has ended the State’s state of emergency, so we are recommending the Council follows suit,” City Attorney Stephen Fischer said.
Council Member Bert Perello asked if terminating the emergencies puts any Federal, State, and County funding sources at risk.
“The state of emergency was declared by the Governor at the Statewide level on February 28,” Assistant City Attorney Jason Zaragoza said. “I’m not sure if there is any issue with the Statewide funding, but no.”
He said there were deadlines to spend American Rescue Plan Act (ARPA) funding, December 2023, but the action terminates the local emergency, so it’s consistent with the Statewide Emergency.
“Any order that hasn’t already been rescinded by the Director of Emergency Services is now rescinded,” Zaragoza said.
Fischer said the termination ends the local emergency because of the storms from the end of 2022 through the beginning of 2023
“Not the current storm we’re in, but the storms in early January were particularly severe,” he said.
