Ventura—The City Council discussed its vehicle code closure and alternatives on Tuesday, September 16.
The complex agreement was full of amendments with numerous timelines, one of which stipulates that restrooms remain open, drawing applause from the crowd.
The Body also approved an agreement with RRM Design Group to complete and create a vision plan and a Capital Improvement/ Implementation Plan for the Main Street Moves Area.
Community Development Director Rachel Diamond, along with Assistant Chris de la Vega, Planning Manager Shana Farley, and AJ Burnhardt, is making his first appearance as Senior Planner.
“This has been over five years in the making,” Diamond said. “On June 16, 2020, Main Street was closed to vehicles during the pandemic under a special event permit.”
The special event permit was extended through July 1, 2024, and she stated that the City Council had adopted a new type of closure under the vehicle code.

“The vehicle code closure was extended indefinitely in January of this year,” she said. “The City Council also certified an Environmental Impact Report (EIR) after an 18-month process of working through that Environmental Impact Report.”
She said the City Council directed them to pursue the Pedestrian Mall Law process.
