Oxnard-- The City Council ratified its declaration of a local emergency and considered an extension during its special Wednesday, December 27, meeting.
CITY Manager James Vega said the City experienced a torrential rainstorm early December 21, resulting in substantial flooding throughout the City.
“Our reports have shown about three inches of rain in about an hour, which is a huge amount of rain,” he said. “We did have significant damage within the City due to that rain.”
He said the Hueneme Bay neighborhood is the primary area with the most damage.
“We have about 180 structures in the City, but most of them with major damage are in Hueneme Bay,” Vega said. “We’ve reached out to the County because it appears that most of the flooding occurred because of the Channel Islands Storm drain, which is the County Flood District’s drain.”
He said the drain breached, resulting in water backing up into Hueneme Bay.

“We’ve reached out to the County to find out if there’s any information related to that we can provide, and we’ll share that when we get it,” he said. “At this point, as I mentioned, we have about 180 structures damaged; 50 have major damage,…
