Public Projects procedure Updated

Oxnard—The City Council, Tuesday, Mar. 18, approved introducing an ordinance and repealed Chapter 6 of its code to purchase and contract public projects.

Assistant City Attorney Elle McCarron presented the change and said the City Attorney’s Office, in conjunction with the Finance Division and Public Works Department, prepared extensive updates of its purchasing system, updating it from 2018.

Oxnard is a General Law City obligated to adhere to the requirements of the California Government Code for the public contract code.

“Oxnard is a full-service General Law City requiring trade names, subcontracting, and other requirements in Public Works Projects when updating its purchasing system,” she said. “Oxnard must maintain and operate a significant and infrastructure portfolio of public services.”

She said the City utilized consultants to maintain infrastructure and services that Oxnard residents rely upon,” she said. “This includes 1,037 miles of streets, 504 miles of water lines, and over 43,000 water connections.

“We service several water treatment facilities and a wastewater utility that processes 27 million gallons per day,” she said. “We also maintain 415 miles of sewer lines, plus an Advanced Water Treatment Facility that creates recycled water.
