Oxnard—The Community Services, Public Safety, Housing and Economic Development, Tuesday, January 13, approved a resolution establishing an Administrative Regulation for The Fair Rate of Return Petition, to implement its Rent Stabilization Ordinance.
The item will move forward to the full council, but the conversation continues, as some revisions will be made, like typos.
Housing Director Brenda Lopez presented the Rent Stabilization Process, Stabilization plan and just cause evictions.
“This is Alba Marshall, the Rent Stabilization Plan Program Supervisor with the Housing Department, Lopez said.
“On April 13, 2022, the City adopted the just cause evictions tenant protections,” she said, “Just Cause Ordinances, which became effective June 2, 2022.”
On January 25, 2024, she said the ordinance made amendments to the Just Cause Ordinance, and four administrative regulations.
“On March 25, 2025, the Staff introduced amendments to the Just Cause Ordinance, and four administrative regulations,” she said. “The Staff did not advance the Fair Rate of Return Petition Regulations, which was referred back to the committee on a later date.”
On April 29, 2025, she said the City Council adopted an omnibus code city update that amended both ordinances and adopted three of the four administrative regulations.
