Oxnard-- The City Council, Tuesday, October 4, approved the amended 2021-2029 sixth cycle housing element as chapter 8 within the City plan.
THE agreement directs the staff to finalize the element in the 2030 General Plan as Chapter 8 of the goals and policies document and forward the document to the State of California Department of Housing and Development (HCD) for certification.
Council Member Bert Perello congratulated the City staff and noted the changes made to the element were mostly non-substantial changes.
“They were not errors,” he said. “Very few people will look at Measure M and the work that’s been done by the staff. They were non-substantial changes. You did not sugarcoat that. You laid it out in plain English what is going on.”
Council Member Oscar Madrigal congratulated the staff that put a lot of time into the housing element and knows that it’s been since April 2021.
“I have a few questions to go with the element, some of which go with the St. John’s parcel,” he said. “That is mostly grass within the hospital. Another one is right by City Hall at 111 South A Street. Part of that property is a community garden. There…
