Split vote moves Shelter Forward

Oxnard—The City Council approved the third amendment to financially support the construction of a permanent, year-round homeless shelter for the homeless called “Casa de Carmen.”

The vote was 5-1, with Councilman Starr casting the dissenting vote.

On May 17, 2022, the City Council approved an agreement between the City and County of Ventura to fund and construct a shelter for homeless people in the area.

Davis Meches with the Housing Department presented the amendment, stating that the agreement establishes a cost-sharing arrangement for capital and operating costs between the City and County of Ventura to construct the 110-bed facility at 241 W. Second Street.

“On March 9, 2024, the City Council approved the second amendment to increase the budget,” he said.

He said that the Community Development Partners who are developing Casa de Carmen, are experienced multi-family and mixed-use developers.

“The City has committed to funding Mercy House to complete the construction of the new Navigation Center,” he said. “Construction began on Casa de Carmen in June 2022 and is expected to be completed in September 2025.”
