Starr drills down on budget

Oxnard—The Oxnard City Council debated its 2025-2026 Budget, starting with Council Member Aaron Starr saying the Staff report would be easier to understand if there were more graphics.

“On page 821 of the PDF version of the Budget, the first full paragraph of the SA Report mentions the $22.5 million transferred to the Capital Outlay Fund, and then delineates the 10 items that come out to that total,” he said. “On page 823 in the budget, there is a short paragraph in the printed version, I see there is link to where you can find that leads to a page not found there, and by clicking and pasting a URL link on the browser, someone on the Staff can look at it and other people don’t have that.”

City Attorney Stephen Fischer commented that Starr was raising questions about a court proceeding happening on Friday, June 20, which is a question the judge should determine.

“If the question is what the Administration does with the budget approved by the Council, the Chief Financial Officer can address that,” he said.

Chief Financial Officer Javier Chagoyen-Lázaro stated that the financial policies govern the management of the budget.
