Oxnard-- The City Council, Tuesday, June 25, approved Trade Services Agreement 32400008 with Aquatic Bioassay and Consulting Laboratories Incorporated (ABC Labs) for Ocean Monitoring Services in the City.
Wastewater Division Manager Jan Hauser presented the item and said the agreement amount will be, at most, $1.850 million over a five-year term ending December 31, 2028.
He said the Wastewater Treatment Plant operates legally through a permit from the State of California and its Regional Control Board.
“This permit is renewed every five years, and it identifies many things, including our required water quality monitoring out in the Ocean at our discharge which is approximately one mile offshore,” he said. “Specifically, we have a number of things we monitor out in the Ocean; water quality monitoring which is monitoring certain constituents in the water, itself at different depths.”
He said Ocean Acidification Testing, Benthic Sediment Monitoring, Fish and invertebrate monitoring, kelp bed monitoring, Outfall, and Diffuser Inspection, Toxicity Testing, and Seafood Safety Monitoring are part of the services performed by ABC.
He said the annual requirements vary yearly over the duration of the permit.
