Whistleblower Report displays transparency

Oxnard—The Finance & Governance Committee heard the latest Whistleblower Activity Report during its Tuesday, July 9 meeting.

Project Manager Annie Jensen presented the report and said the Oxnard City Council adopted a Whistleblower Policy in 2016. The policy states the City will take all appropriate steps to thoroughly evaluate any allegation of improper Government action brought to its attention.

“Improper Governmental action is defined as any activity by a local agency or employee undertaken in the performance of the employee’s official duties,” she said. “This includes activities deemed to be outside the scope of his or her employment that violates any Local, State, or Federal Law or regulation relating to corruption, malfeasance, bribery, theft of Government property, or willful omission to perform duty, is economically wasteful, or involves gross misconduct.”

She said the policy states the City of Oxnard will establish a Whistleblower Hotline to receive and investigate any possible allegations of City fraud, waste, and abuse.

“These complaints must remain confidential, and the identity of the complainant may not be revealed without the permission of the complainant except to an appropriate law enforcement agency conducting a criminal investigation,” she said. “The City’s internal auditor, Vasquez and Company, is…
