Whistleblower Report yields To complaints

Oxnard—The Finance and Governance Committee received its latest whistleblower report on January 27 from Project Manager Annie Jensen.

The report is presented every six months and she said in addition to the standards on its additional update, it also includes something different, an update to the City’s Whistleblower Policy.

“The City has had an adopted Whistleblower Policy since 2016,” she said. “The State of California periodically amends legislation about Whistleblowers.”

When it does, she said the City should update its adopted policy to reflect its current State Law.

“The State of California has approved Assembly Bill (AB) 2455, which amends the California Government Code section 53087.6, relating to Whistleblower Hotline definitions.

One of the changes that AB2455 brings is updating the term “improper governmental action” to “improper governmental activity.”

“One of the other updates made by AB2455 is the definition of contractor and subcontractor,” she said. “The definition clarifies the criteria for both entities and individuals to be considered contractors and subcontractors.”

“This is an opportune time to update the contact information included in the City’s policy,” she said. “In addition to the City of Oxnard, the agencies shown on the slide are resources for Whistleblowers.”
