Cares Act amendment helps stabilize housing

Oxnard—The Community Services, Public Safety, Housing, and Development Committee approved the 2020 Annual Action Plan Amendment Community Development Block Grant (CDBG) CARES Act on Tuesday, March 12.

THE item comprises unspent funds to be committed to a rental assistance program operated by the United Way of Ventura County.

Grants Manager Andrea Palmer presented the item and said the City of Oxnard received $3.088 million from the U.S. Department of Housing and Urban Development in October 2020, the Cares Act, to present, prepare, and respond to the Coronavirus. The City currently has $1.071 million remaining.

“While COVID isn’t currently in the pandemic phase, residents are still suffering from the economic impacts related to the pandemic and still request additional assistance to stabilize their economic and housing situations,” she said. “Throughout the pandemic period, the City has funded multiple programs to assist residents with CDBG CV funding.”

Like CDBG, she said some of the CDBG CV projects stalled, creating an opportunity to reallocate funds to more aggressive projects.

“By the end of fiscal year 2022, the City was able to expend roughly one-third of the $3 million to serve approximately 820 residents,” she said.
