Cash payments strangle CIP

Oxnard—The City’s CIP (Capital Improvement Program) story continues with Quimby-funded parks, which are on a different, yet parallel, timeline to CIP development.

Projects above the line and included in Category 1 include the exterior improvements to City Hall and Annex, improvements to the Civic Center West Wing Building, CUPA Improvements at River Ridge Golf Course, a Police Station Emergency Backup Generator, a rebuilding of Fire Station 4, and construction of new Fire Stations 2, 3, and 5.

Additional above-the-line projects include the Oxnard Aquatic Center, Oxnard Transit Center improvements, Durley Park improvements, and River Ridge roof replacement and exterior improvements.

City Engineer Morgan Kessler said the Quimby projects ultimately end up in the CIP; identification of these projects must be determined through the City Staff meeting with individuals or groups of neighborhood councils to discuss using Quimby Funds for their particular projects.

“Once this is done, any new parks projects will be added to the CIP via a separate action item to the Public Works and Transportation Committee and the City Council later this calendar year,” he said. “In the interim, the Staff has reserved enough workload bandwidth in the proposed CIP to accommodate these Quimby projects once they…
