Oxnard—The CFD (Community Facilities District) ballot measure series, set for a vote this November 5, continues with Council Member Gabe Teran asking for clarification about how eliminating CFD No. 5 affects Riverpark residents and the City’s health.
DURING Public Comments, Moving Oxnard Forward Chief Aaron Starr said the ballot initiatives stem from conversations with hundreds of Riverpark people who feel they’re being ripped off.
“If there is less money to maintain the services, then there is going to be a diminution of services in those areas,” Consultant Russ Branson said. “This becomes a complex conversation because taxes are paid for the benefit of everyone in the City. They are paying a special tax, which is only a benefit for them (Riverpark residents), and people can come and use the parks and trails.”
He said it depends on what the City does if CFD No. 5 sunsets but noted they’re indicating there will be a service reduction.
“There’s no way around that,” he said.
Teran said multiple times a former Riverpark Neighborhood Council Chair claimed that Riverpark did not benefit from Measure E money, and he corrected them a number of times.
