Just Cause Eviction & Tenant Protection and Rent Stabilization passes

Oxnard-- The city council, Wednesday, April 13, passed an amended Just Cause Eviction & Tenant Protection Ordinance and Rent Stabilization Ordinance in the city.

THE motion was amended after considerable debate to include protections related to immigration or citizenship status for tenants found under civil code section 1940.35 and the California Code of Civil Procedure Section 1161.4 as may be amended.

The notice must be posted in multiple languages in a conspicuous location on the property.

Assistant City Attorney Jason Zaragoza said the ordinance would say that it’s illegal for an owner to retaliate against a tenant for lawfully and peaceably exercising their legal rights, including, but not limited to, filing a complaint with code compliance.

The rent cap was changed from five percent to four percent throughout the ordinance.

The housing department first presented options for tenant protection strategies on September 14, 2021, to the Community Services, Public Safety, Housing & Development Committee, and also to the city council on October 19, 2021, and February 9, 2022.
