Oxnard—The Public Works and Transportation Committee, Tuesday, October 22, received an update on the City’s mobile car washing and enforcement.
ASSISTANT Director of Public Works Tim Beaman presented the update and said the City operates under a Regional Phase 1 Municipal Storm Sewer System (MS4), the regulatory requirement for communities with populations of 100,000 or more.
“The MS4 permit is designed to protect our waterways and minimize the discharge of harmful pollutants,” he said. “Mobile car washing can be classified as commercial and non-commercial, each with its own set of regulatory requirements and enforcement actions.”
He said Oxnard’s MS4 Permit outlines exempt and non-exempt stormwater discharge activities, and non-commercial car washing is an exempt activity.
“It allows Oxnard residents to wash their own vehicles and discharge into the sewer system provided they adhere to the requirements,” he said. “Commercial Mobile Car Washing activities, however, are non-exempt and unable to be discharged into the stormwater system, and must capture the wash water and discharge at a legal point of disposal. The dewatering of declarative fountains, non-commercial car washing by residents or non-profit organizations, and street and sidewalk wash water.”
