Oxnard-– The City of Oxnard announced the appointment of Morgan Kessler as its new City Engineer with the Public Works Department, effective Monday, December 18.
KESSLER’S experience spans over 20 years overseeing large-scale civil engineering and construction management at the federal and City levels.
As Oxnard’s City Engineer, he will lead the Public Works engineering, transportation and mobility, and capital projects management teams and manage the Department’s $700 million five-year capital improvement program (CIP). Kessler’s expertise in public infrastructure research, design, construction, and maintenance will be essential to the Oxnard community as the City continues to focus on City Council priorities.
“Mr. Kessler brings significant experience and knowledge to a key position in the Department,” Public Works Director Michael Wolfe said. “I am confident he will take on the challenges that this position offers and produce successful capital projects for the community.”
In his recent post of over a decade, Kessler served as a Research Civil Engineer for the Federal Highway Administration (FHWA), where he successfully managed highway infrastructure projects associated with pavements and bridges, maintenance, and asset preservation.
