Ventura—During its Tuesday, April 9 meeting, the Board of Supervisors adopted the second ordinance regulating vending on sidewalks and pathways in unincorporated Ventura County.
SUPERVISOR Janice Parvin moved the item, which Supervisor Matt LaVere seconded.
SB 946 decriminalizes sidewalk vending and limits local regulations to those expressly provided for in SB 946 or are otherwise directly related to objective health, safety, or welfare concerns. The act of vending on public sidewalks and pedestrian paths creates the potential for safety hazards, including by inhibiting the ability of individuals with disabilities and other pedestrians to follow a safe path of travel, interfering with the performance of police, firefighters, and emergency medical personnel services; encouraging pedestrians to cross mid-block or stand in roadways to purchase food and merchandise.
Resource Management Agency Code Compliance Division Director Doug Leaper presented the item to the Supervisors and apply to all supervisorial districts.
“Code compliance will return in 90 days, towards the end of July, to give the Board an update on the educational evaluation phase of this program and to bring any proposed changes or staffing we may need,” he said.
Supervisor Janice Parvin said they probably won’t have enough people to staff the program.
